  With the objective of ensuring a more meaningful analysis of financial data and better budgeting through analysis of the accounts of the State using electronic data processing equipment, the Government established the Central Budget Data Processing Centre in 1971. The main intention of the Government was to utilize the electronic data processing facilities in due course to form the nucleus of the Management Information System(MIS) for Government. Hence, a full-fledged Government Data Centre was established in 1972. For administrative convenience both the above Centres were merged and the Government Data Centre (GDC) was established in 1975.

Government Data Centre currently deals with the following functions such as

  • Contributory Pension Scheme (CPS) for Government employees

      Government Data Centre has been maintaining Contributory Pension Scheme accounts of the Panchayat Union Schools, Aided Educational Institutions, Municipal Schools and Local Body employees as per G.O. (Ms) No.201 Finance (Pension) Department, Dated 21.05.2009. In G.O.Ms.No.463, Finance (PGC) Department, dated 27.12.2013, one Contributory Pension Scheme of Government Employees maintained by the Accountant General was entrusted to the Government Data Centre with effect from 01.01.2014.

  • Contributory Pension Scheme for Employees of Local Bodies

      The number of non-provincialised employees working in Local Bodies under the Contributory Pension Scheme is 31,158. Based on the online Data Entry of subscription, Matching Contributions by Local Bodies and audit by the Local Fund Audit Department, the account slips for the non-provincialised employees have been released up to the year 2021-2022.

  • GPF Scheme for the employees of Puratchi Thalaivar MGR Nutritious Meal Programme(NMP) and Integrated Child Development Services(ICDS)

      The Government, in G.O.Ms.No.108, Social Welfare and Nutritious Meal Programme Department, dated 19.04.2010 have entrusted the work of maintaining the General Provident Fund Account for the Puratchi Thalaivar MGR Nutritious Meal Programme (NMP) and Integrated Child Development Services (ICDS) Scheme employees, to the Government Data Centre.

      In G.O.Ms.No.53, Social Welfare and Nutritious Meal Programme Department, Dated 20.07.2015, guidelines were issued for this Scheme and accordingly the recovery under General Provident Fund is being made from the NMP and ICDS employees since August 2015. Based on the Text Files received from the Treasuries/ PAO’s Account slips for the employees have been processed and hosted in the web site upto the year 2019-20. The Account Slips processing for the year 2020-21 is in progress.

     In the Government letter No. 5992/SW-4-2/2017-4, Dated: 12.04.2018, instructions have been issued for the Final Settlement of Retired /Deceased / VRS/ Resigned employees of Puratchi Thalaivar MGR Nutritious Meal Programme (NMP) and Integrated Child Development Services (ICDS) Scheme employees from September 2018.

      The Contributory Pension Scheme is entitled to the employees of Tamil Nadu State Government, Aided Schools, Aided Institutions, Panchayat Union Schools and Municipal Schools appointed on or after 01.04.2003.      The Contributory Pension Scheme is entitled to the non-povincialised employees of Local Bodies such as Corporations, Municipalities, Town Panchayats and Panchayat Unions.      The Special General Provident Fund scheme is entitled to the employees of Noon Meal Programme (NMP) (Organiser / Cook / Cook Assistant) and Integrated Child Development Services (ICDS) (Anganwadi worker / Anganwadi Helper). The details of SGPF account numbers allotted, SGPF annual account slips issued and SGPF issuance of final authorisations are given below:

Frequently Asked Questions

  Some of the Frequently Asked Questions (FAQ’s), about the Contributory Pension Scheme (CPS), Nutritious Meal Programme (NMP) & Integrated Child Development Services Scheme(ICDS) of the Government of Tamil Nadu, with relevant answers/clarifications are shown below for information of the public and employees in particular.


Contributory Pension Scheme (CPS)


  •   1. A new Contributory Pension Scheme based on Defined Contributions have been introduced to the newly recruited employees who are recruited on or after 1.4.2003 vide the Government Order No.259 Finance (Pension) Department dated 6/8/2003.

      2. In the Government Order No. 430 Finance (Pension) Department dated 6/8/2004, the Contribution Pension Scheme for Government Employees were entrusted to the Accountant General and the CPS No. of Government employees alone allotted and maintained by the Account General.

      3. In Government Order No.201, Finance (Pension) Department dated 21/5/2009, the Government have allotted the work of CPS Number allotment and accounts maintenance of the employees and Teachers of the following employees

        a. Teachers of Panchayat Union Schools
        b. Teachers of Aided Schools/Institutions
        c. Non-Teaching Staff of Panchayat Union Schools
        d. Municipal Corporation and Municipal Employees
        e. Non-Provisionalised Employees of Town Panchayats
        f. Non-Provisionalised Employees of Panchayat Unions

      4. In Government Order No. 463, Finance (PGC) Department dated 27/12/2013, the Government have revised the order of maintaining the accounts of CPS of Government Servants and transferred all the CPS related works of Government Servants to Government Data Centre. After transferring of all CPS works to this office, the CPS new Numbers to all the Government employees and Teachers and the non-provincialised employees of Local Bodies in the time scale are being allotted and the accounts are all maintained at Government Data Centre.

      Employees drawing consolidated pay are not eligible to join CPS. These employees are eligible only when their services are regularized and brought under time scale of pay.
  •   The Government in Letter No. 47286/Allowances/06-1 Dt. 07-09-2006, have clarified that candidates who have been selected by Tamil Nadu Public Service Commission prior to 01-04- 2003 and joined in service after 01-04-2003, should be brought under CPS only and cannot be allotted GPF account numbers.

  •   For obtaining the CPS number, download the NSDL subscription form from the cps.tn.gov.in website and fill up the particulars along with applicant and DDO’s signature correctly. After filling up the physical copy, enter the same particulars in the online itself and upload the scanned copy of the filled in application form and forward the same to the Government Data Centre. In Government Data Centre, after verifying the correctness of the physical and online filled in application, the new CPS No. will be generated and the DDO can download the CPS Number by using their credentials. (Guidelines enclosed in Annexure “A”)

  •   In the Government Order No. 430 Finance (Pension) Department dated 6/8/2004, it has been mentioned that for each employee will pay a monthly contribuition of 10% Basic Pay and DA from his/her salary to the CPS from the first month of their salary itself. If not deducted in the first month, the arrears of subscription to the CPS will be deducted from the employee along with the current month subscription (i.e. One subsctiption for current month and one additional for previous subscription arrears)

  •   The Government of Tamil Nadu is also contributing the amount, which is equivalent to that of contribution made by employee, every month.

  •   After the allotment of CPS Index Numbers, the arrear of subscription from the date of joining should be calculated by the DDO and to be recovered in instalment along with subscription amount.

  •   The Head of Accounts for deducting the CPS subscription is as follows:

  •   Any person, who already holds a GPF account and in pensionable service prior to 1-04-2003, and join the new post without any break in service, can continue in the pension scheme or GPF as the case may be. To continue in the pension scheme an employee should have entered in the pensionable government service before 01-04-2003 and should have entered in to another pensionable Government service on or after 01-04-03 without any break in service(Vide Letter 12473/Finance(Pension)/2009, dt.27/05/2009. Intervening government holidays and closed holidays such as Saturdays/Sundays, are not considered as break in service. http://www.tn.gov.in/gosdb/gorders/finance/fin_e_34911_2009.pdf.

  •   10(a)(1) candidates regularly appointed before 01-04-2003 are eligible for old pension scheme. If they are not regularly appointed on or after 01/04/2003, will come under CPS even though they have been allotted GPF number temporarily. (Vide Letter 12473/Finance (Pension)/2009, Dt. 27/05/2009.

  •   Government Data Centre is processing and hosting the account slip through online after processing the account slips. The employees can view their accountslip in http://cps.tn.gov.in/public using their credentials.

  •   Interest will be given as per the rate of interest sanctioned by the Government then and there like GPF Interest rates.

  •   The DDO has to provide the Missing Credit particulars in the cps.tn.gov.in Missing credit portal and forward the same to the respective District Treasury Office for authorizing and forward it to the Government Data Centre. Those missing credits will be automatically included in the subsequent account slips. (Guidelines enclosed in the Annexure “B”)

  •   At present, there is no Government Order permitting any advance or withdrawal from the CPS accounts.

  •   The Government of Tamil Nadu, has clarified that CPS account may be closed on the retirement / resignation /Death / removal of service of the employers. As per the Government of Tamil Nadu, G O No. 59 Finance (PGC) department, dated :22.02.2016 with a direction that the employees contribution along with Government contribution and interest thereon upto the date of final authorization may be settled to the subscriber or the legal heirs of the deceased employee. In G O No.288 Finance (PGC) Department dated 10/11/2016, there is an order to transfer the CPs amount to the GPF account for the employees who have again transferred to the GPF scheme and the employer’s contribution again transferred to the respective Government Account.

  •   The CPS Account slips for for the year 2020-21, have already been hosted online. Credit postings for 2021-22, is in progress.

  •   There is no need for change the Suffix in the CPS Number. Annexure “E” enclosed.

  •   In the G O (Ms) No.316, Finance (PGC-I) Department dated 12/8/2020, instructions have been issued to all Undertakings to remit the Matching Contribution in the Head of Account. The above Government Order is attached in Annexure “F”.

  •   Employees who are all getting the pay in the Time Scale only eligible for Contributory Pension Scheme. CPS recovered wrongly for 10(a)(1) temporary employees vide Government Letter No.42789/Finance (PGC) Dept. dt.24/12/2021 and for Special Time Scale employees too only the employee’s contribution along with Interest will be sanctioned to the employees vide Government Letter No.57113/Fin (PGC1) 2017-3 dated 31/10/2020.


Nutritious Meal Programme(NMP) & Integrated Child Development Services Scheme(ICDS)


  •   Puratchi Thalaivar Dr.MGR Nutritious Meal Programme (NMP) & Integrated Child Development Services Scheme(ICDS) came into effect through the G.O. (M.S) No.108, SW(NMP-2) Dept., dated 10-04-2010. As per the G.O. (M.S) No.53, SW(NMP-2) Dept. dated 20-07-2015 the recovery of GPF have been started from August 2015 onwards.

      As per the G.O’s mentioned above, the following employees working in the above Schemes are eligible to join the GPF scheme.

        • Noon Meal Organiser
        • Noon Meal Cook
        • Noon Meal Cook Assistant
        • Anganwadi Worker
        • Anganwadi Helper

  •   As per the G.O(Rt) NO:110, SW & NMP Dept, dated:14/05/2012 the retirement age of Noon Meal Organiser and Anganwadi Worker is 60. As per G.O.(Rt) No: 87, SW & Women Rights [SW 7(1)Dept], dated: 02-12-2021, the age of the retirement in respect of Anganwadi Helper has been increased from 58 to 60 years. Likewise the age of retirement in respect of Noon Meal Cook and Noon Meal Cook Assistant has been increased from 58 to 60 years vide the G.O(Rt) 63, SW & Women Rights (SW 4-2)Dept, Dated:08-10-2021.

  •   The BDO/CDPO are the concerned Officers to apply for the new GPF index number to the NMP/ICDS employees under their control via online by using the user id and password already allotted to them by logging on to the website http://cps.tn.gov.in/nmp.

      The hand-written S1 form has to be filled up by the subscriber and this should coincide with the format typed by the concerned Block Development Officer (BDO) / Child Development Project Officer (CDPO). If both coincides, the new GPF index number will be allotted, otherwise it will be returned to the concerned Block Development Officer(BDO) / Child Development Project Officer(CDPO) for correction.

    Note: The Block Development Officer(BDO) / Child Development Project Officer(CDPO) has to mention the correct name with exact spelling, initial, Date Of Birth, Date Of Joining and nominee details of the subscriber for obtaining the new GPF number.

  •   This office is generating the Annual Account Slip for all the GPF Account holders, and the GPF balance can be viewed from the website http://cps.tn.gov.in/nmp/public

    Note: To view the account slip, the individual has to enter their GPF number as their user id and Date Of Birth as password. .

  •   The rate of interest at present for GPF is 7.1%. The interest is being calculated at the prevailing rate prescribed by the Government and this rate of interest may vary as per the orders of the Government issued from time to time.

  •   Missing Credits are exhibited in Annual Accounts Slip, which can be accounted for on furnishing the necessary details in the online portal http://cps.tn.gov.in/nmp such as Head of Account, Month of Transaction, Name of the Treasury, Sub Account, Token Number and Date, Voucher Number and Date. The above details have to be sent to the Concerned PAO/ Treasury Officer by the Drawing and Disbursing Officer(DDO).

      The concerned PAO/Treasury Officer has to forward the same to the Government Data Centre after verification. This will be reflected in the Annual Accounts of the Subscribers pertaining to the next financial year.

  •   The following points have to be verified by the Block Development Officer (BDO) / Child Development Project Officer(CDPO) before sending the proposal for GPF Final Settlement, as per G.O(Rt) NO.53 Social Welfare(SW4) Dept, dated:20-07-2015

      Annexure-III with DDO code and last 10 months Subscription details of the Employees.

      All the 17 columns in the Annexure-IV must be filled properly; correct Sub-Treasury should be mentioned along with Individual Signature.

      Service Register front Page along with the Retirement entry page for retired employees / Death entry page for deceased employees has to be attached.   Proceeding copy for retirement cases should be attached.

      In case of deceased employees the Annexure-III signed by the DDO and Annexure-IV signed by the nominee (in the individual column) and attested by the DDO, Death Certificate copy and legal heir Certificate copy attested by the DDO and NOC original signed by the Notary Public for more than one legal heir has to be enclosed.

    Note: All the above mentioned documents must be attested by the Block Development Officer(BDO) / Child Development Project Officer(CDPO) with their contact number, District name and Pincode.

  •   The Revalidation proposal for both the retired and deceased NMP/ICDS employees can be sanctioned only by producing the original Final Authorization of the Block Development Officer(BDO) / Child Development Project Officer(CDPO), Treasury Officer and Individual Copy with Non-Drawal Certificate.

      Along with the above mentioned the Annexure-III signed by the DDO and Annexure-IV signed by the nominee (in the individual column) and attested by the DDO, Death Certificate copy and legal heir Certificate copy attested by the DDO and NOC original signed by the Notary Public for more than one legal heir has to be enclosed for deceased employees.

  •   For the retired / deceased NMP/ICDS employees for whom the GPF final authorization has been already issued and if any missing credits are mentioned in that final authorization then the missing credit details has to be furnished by the concerned DDO with the month of missing credit, Token number and date, Voucher number and date.

      The aforesaid missing credit details have to be signed by the concerned DDO and counter signed by the concerned PAO/Treasury Officer has to be forwarded to this office. Then only the residual balance can be sanctioned to those employees by this office.

  •   As per the Government Letter No:9831/SW 4-2/2020-3, dated:18-06-2021 Temporary Advance can be applied by the NMP/ICDS employees who have completed 5 years of service and 90% of Part Final Withdrawal can be applied before one year of retirement by the concerned employee. Balance 10% can be sanctioned by the DDO only after obtaining the final authorization from Government Data Centre. 90% part final can be applied only once by the employee one year before the date of retirement. Necessary provisions are being made in the IFHRMS Software in this regard.

  •   For Final Authorization Aadhaar card Xerox copy is mandatory for initial and name correction. Hence Aadhaar card Xerox copy , SR front page Xerox copy and any other proofs like Transfer Certificate, Bank passbook, Mark sheet in which the name is in English should be attached and duly attested by the concerned DDO’s.
